Chapter 1 General Provisions
Article 1 In order to thoroughly implement the requirements for the inheritance and development of China's outstanding traditional culture, promote Chinese traditional culture, enhance the application and dissemination of Chinese in international exchanges, continuously improve the level and application ability of overseas Chinese students in science and culture, art and modern science and technology, provide a platform for Chinese primary and secondary school students living and studying abroad to study, standardize the organization and implementation of the "Global Chinese Youth Competition Activity" (hereinafter referred to as "the Activity"), protect the legitimate rights and interests of participants, and safeguard the fairness and justice of the competition, the Articles of Association are formulated.
Article 2 This activity is called the "Global Chinese Youth Competition Activity". It is sponsored and organized by the Organizing Committee of the Global Chinese Youth Competition Activity (hereinafter referred to as the "Organizing Committee"). It is held every year since 2027, with the summer vacation in 2027 as the first session.
Article 3 This activity is a comprehensive competition for global Chinese youth and international youth students interested in Chinese culture, covering three major fields of science and culture, art and sports, modern and science and technology, with the aim of creating a brand event for global Chinese youth extracurricular activities.Article 4 The purpose of this activity: to carry forward Chinese traditional culture, promote the application, exchange and improvement of Chinese, improve the scientific literacy of young people and primary and secondary school students, and showcase the spirit of Chinese students who are eager to learn, diligent, wise and cooperative; to provide a platform for Chinese teenagers and the majority of primary and secondary school students around the world to learn, communicate and show, to promote the sense of identity and belonging of overseas Chinese teenagers to Chinese excellent culture, and to promote the dissemination and exchange of Chinese culture internationally.
Article 5 The official language of this activity is Chinese, and all test questions in the competition are in Chinese Simplified or Chinese Traditional.
Article 6 This event is held once a year.The inaugural event is scheduled for July-August 2027.The specific registration, preliminary, final and award time shall be subject to the official notice of the Organizing Committee.
Article 7 The venue of this event shall be determined by the Organizing Committee after comprehensive evaluation according to the international situation and the actual situation of each country (region).The inaugural event is planned to take place in Athens, Greece (subject to official notification by the Organising Committee).The Organizing Committee will issue an invitation letter to each participating student, instructor and parent, and assist in handling visa matters for each participating country (region) to the place where the competition is held.
Chapter 2 Organizational Structure
Article 8 This event is sponsored by × × and hosted by × ×.Establish the "Global Chinese Youth Competition Organizing Committee" (Organizing Committee), which is fully responsible for the organization, leadership and implementation of the event.Article 9 The Organizing Committee shall have an honorary director, director, deputy director, secretary-general, executive deputy secretary-general and a number of members, and a secretariat, which shall be responsible for the daily affairs of the activities.The list of members of the Organizing Committee shall be published separately.
Article 10 The secretariat shall have a proposition team, a review and adjudication team, a publicity team, a registration and qualification review team, a conference reception team, a logistics support team, a safety and security team, a finance team and other working bodies, which shall be responsible for division of labor and promote cooperation.
Article 11 The responsibilities of each working body are as follows:
(1) Proposition group: responsible for the appointment, review and confidentiality management of the preliminary and rematch questions of each project;
(2) Judging panel: responsible for the selection and training of judging committees and judges, organizing the implementation of judging and adjudication, and handling competition disputes;
(3) Propaganda team: responsible for event publicity and promotion, official website and new media operation, production and distribution of propaganda videos;
(4) Registration and qualification review team: responsible for the construction of the registration system, the review of registration information, and the determination of participation qualifications;
(5) Conference reception team: responsible for the venue, accommodation, transportation, catering and guest reception;
(6) Logistics support team: responsible for materials, equipment, technical support and on-site support;
(7) Safety and security team: responsible for on-site safety, medical assistance, and emergency treatment;
(8) Finance team: responsible for budget, income and expenditure management and financial supervision.
Chapter 3 EligibilityArticle 12 Students who meet one of the following conditions may register for participation:
(1) All primary and secondary school students studying abroad (including all students with overseas passports and who have obtained residency);
(2) Primary and secondary school students of foreign nationality who are interested in Chinese;
(3) Students studying in mainland China.
Article 13 All primary and secondary school students under the age of 20 can enroll.Classes are divided according to age, not according to the actual grade, and the age is calculated as follows: Date of birth to September 1 of the entry year.
Article 14 The first activity (2027) is divided into the following segments:

Note: The date of birth interval of each academic segment is calculated on the basis of September 1, 2027, and the specifics are subject to the approval of the Organizing Committee.
Article 15 Participating students may register in two forms: individual and group (schools, institutions, societies, etc.); the group is organized by one instructor.Overseas groups can register through the entrusted agency.
Article 16 The registration information shall be unifiedly reviewed by the registration and qualification review team of the Organizing Committee.Anyone who falsifies or fails to meet the entry requirements shall be disqualified from entering the competition upon verification; if he has achieved results, the corresponding results and awards shall be cancelled.
Chapter 4 Project SettingsArticle 17 This activity sets up three major projects (large projects) in the categories of "Science and Culture", "Arts and Sports", and "Modern Science and Technology", with a number of sub-items as follows:

Note: The "√" in the table indicates that the segment can be enrolled in the sub-item; the project settings can be appropriately adjusted according to the registration and venue conditions, and finally the notice of the organizing committee shall prevail.
Article 18 In order to encourage more students to participate, each project sets two difficulty levels, A and B, and students can choose the appropriate difficulty level according to their actual situation. The Organizing Committee sets awards respectively.
Article 19 Each participating student may register for a maximum of three individual items.All students who have a record of participation in the three major categories will be selected according to the sum of their total scores.
Chapter 5 Competition Rules
Article 20 All events shall have two stages: the first stage and the second stage.The preliminary results are calculated as 40% and the rematch results as 60% of the total results, and the ranking is determined by the total results.
Article 21 The preliminaries are mainly written examinations, all of which are objective questions. The examination content is the basic knowledge that should be possessed in this small item, with a full score of 100 points and an examination time of 90 minutes.
Article 22 The second round is the featured content of each minor item, which is determined according to the project, with a full score of 100 points.Among them, the rematch of Chinese, mathematics, physics, chemistry, programming and other minor items is in the form of subjective questions (including discussion, answers, works, etc.).For details of the specific competition requirements and arrangements, please refer to the "Detailed Description of the Entry", which will be issued separately by the Organizing Committee.
Article 23 The maker project (intelligent production based on open source hardware) is aimed at students in the elementary school group (fourth grade and above), junior high school group, and general high school group (including secondary vocational), and uses on-site production and communication display methods:
(1) Competition mode: Students use the equipment provided by the Organizing Committee within the specified time, through computer programming, hardware construction, three-dimensional modeling design, etc., to create intelligent physical works that reflect multidisciplinary comprehensive applications and maker culture, and conduct on-site demonstrations and exchanges;
(2) Activity process: on-site training, on-site team formation and announcement tasks, on-site creation, on-site display and communication;
(3) Evaluation indicators: comprehensive evaluation from five aspects: ideological and normative, innovative, artistic, technical, team display and collaboration;
(4) Entry requirements: Registration is based on the city (competition area). Each municipal elementary school, junior high school, and high school group (including middle school) is limited to 4 people, and each participating student is limited to 1 instructor; the required equipment, venue, and related equipment shall be provided by the Organizing Committee.
Article 24 Small items of science and technology such as robots and artificial intelligence shall be implemented with reference to the general rules for national youth science and technology competitions:(1) Participating groups: Elementary school group, junior high school group, high school group; 2—3 people per team, 1 instructor (available); limited to 1 relevant competition item per person;
(2) Competition equipment: Participating equipment must meet the specifications published by the Organizing Committee (such as robot size, controller, sensor, motor, power supply, etc.) and must not use illegal auxiliary materials;
(3) Competition process: registration, selection, final, on-site evaluation of the first, second and third prizes of the final;
(4) Scoring and ranking: Comprehensive scoring based on on-site results and time taken, with the highest scores ranking first; the same scores are preferred according to less time taken.
The specific rules of the competition are subject to the Detailed Description of the Entries and the rules of each competition.
Article 25 Participating students must abide by the discipline of the competition and obey the management of the organizing committee and the referee.Anyone who plagiarizes, cheats, impersonates, falsifies or interferes with the order of the competition in the competition shall be subject to cancellation of individual scores, disqualification from participation in the competition, disqualification from winning prizes, etc. depending on the severity of the circumstances; if it is suspected of violating the law, it shall be transferred to the relevant department for handling according to law.
Chapter 6 Judging and Judging
Article 26 The Organizing Committee shall set up a review committee to be responsible for the review of the second round (final) of each project.The members of the Review Committee are selected and appointed by the Organizing Committee from among experts in the relevant fields.
Article 27 The referees and judges of each project shall be unifiedly selected by the Organizing Committee and ruled (reviewed) after training.The referees and judges shall have the corresponding professional competence and referee (judge) experience, and be familiar with the competition rules of this activity.
Article 28 A system of recusal shall be implemented for review and adjudication.Personnel who have an interest in participating students or participating groups that may affect the impartial review shall be avoided.
Article 29 The entire process of proposition, review, and adjudication shall be managed in a confidential manner.No unit or individual shall disclose confidential information such as test questions and review opinions.
Chapter 7 Prize Setting
Article 30 Each project shall set the first prize, the second prize, the third prize and the excellent prize according to the two difficulty levels of A and B respectively, and the award certificate shall be issued.The award percentage is determined according to the number of participants in each project.
Article 31 Group awards shall be set according to the entries.For the group with the unit as the main body of the competition, the first, second and third prizes for the group will be set up in order of the total score obtained in all its projects.
Article 32 According to the situation of organizational work, advanced individuals and advanced units of organizational work shall be awarded to groups and individuals who actively participate in and organize to participate in this activity.
Article 33 For students who participate in all three categories of projects, the Almighty Award shall be set up according to the sum of their total scores, and students with outstanding comprehensive literacy shall be commended.
Article 34 The "Outstanding Instructor Award" shall be awarded to the instructor who has won the first prize in the final.
Chapter 8 Registration and OrganizationArticle 35 The Organizing Committee encourages all groups, schools and eligible students to voluntarily sign up to participate.Depending on the venue and the size of the competition, the Organizing Committee may close the registration in advance after the number of segments and programs reaches a certain number.
Article 36 Registration, payment and other matters shall be handled online through the official website of this activity.Official website: www.× × (Subject to Organizing Committee Notice).
Article 37 Participating students are required to fill in the "Individual Registration Form" or "Registration Form for Participating Groups", and submit passports (or residence certificates), ID photos and other materials as required. Overseas groups can be handled uniformly by the agency through the "Entrusted Agency Registration Form". Personnel who are interested in serving as judges or referees can fill in the "Jury Referee Registration Form".The relevant form styles are uniformly released by the Organizing Committee.
Article 38 The registration time for the first event is planned to be from March to April 2027 (subject to the official notification of the Organizing Committee).
Article 39 The first event shall be organized and implemented in accordance with the process of "Preparation for start-up — Organization of registration — Preliminary (online/sub-region) — Final (on-site) — Award summary". The schedule is as follows:

Article 40 The entry fee shall be announced separately by the Organizing Committee, and shall be collected in accordance with the regulations and used for the expenses of the competition organization.
Chapter 9 Grievances and ArbitrationArticle 41 If a student, instructor or participating group disagrees with the results of the competition or the evaluation results, they may submit a written appeal to the Organizing Committee within the specified time.The specific appeal time limit, procedures and requirements shall be separately stipulated by the Organizing Committee.
Article 42 The Organizing Committee shall establish an arbitration institution, which shall be responsible for receiving and handling appeals.The decision of the arbitration body is final.
Chapter 10 Funding Protection
Article 43 The sources of funding for this activity include: investment from sponsors and sponsors, social and corporate sponsorship, registration fees (standards to be announced separately) and other legal income.
Article 44 The funds are mainly used for expenses such as event organization, venue equipment, review experts, proposition confidentiality, publicity and promotion, certificate trophies, security insurance and conference security.
Article 45 The Organizing Committee shall set up a financial group, implement two lines of income and expenditure, special funds, establish and improve the financial management system, regularly disclose the financial income and expenditure, and accept supervision.
Chapter 11 Safety and Security and Emergency Response
Article 46 The Organizing Committee shall formulate and implement the security plan of the event, provide full-time security personnel, maintain the order of the arena, coordinate the accommodation, transportation and catering of the participating teachers and students, strictly implement the requirements of food hygiene and fire safety, and purchase the corresponding insurance for the participants, equipped with medical emergency forces and green channels.Article 47 The Organizing Committee shall formulate an emergency response plan for emergencies, clarify the information reporting, emergency handling and aftermath handling processes, and initiate the plan in a timely manner in case of emergencies to ensure the safety of personnel and the smoothness of the event.
Chapter XII Supplementary Provisions
Article 48 The Organizing Committee is responsible for producing the official promotional videos of the event (the proposed theme is "Chinese New Generation"), and promoting the event through the official website and official social media accounts (YouTube, Instagram, TikTok, WeChat, etc.), as well as overseas Chinese media, Chinese schools, Chinese communities, Confucius Institutes, and other channels.
Article 49 The Articles of Association shall be interpreted by the Organizing Committee of the Global Chinese Youth Competition.
Article 50 Matters not covered in these Articles of Association shall be supplemented by the Organizing Committee.The Organizing Committee reserves the right to adjust the arrangements related to this activity according to the actual situation, and the adjustment matters shall be subject to the official notification of the Organizing Committee.
Article 51 These Articles of Association shall come into force as of the date of promulgation.
