In order to thoroughly implement the requirements for the inheritance and development of China's outstanding traditional culture, promote Chinese traditional culture, enhance the application and dissemination of Chinese in international exchanges, continuously improve the level and application ability of overseas Chinese students in science and culture, art, modern science and technology, etc., and provide a platform for Chinese primary and secondary school students living and studying abroad to study, it is planned to carry out the "Global Chinese Youth Competition Activity" (hereinafter referred to as the "Activity") on a global scale.This event is organized and implemented by the Organizing Committee of the Global Chinese Youth Competition (hereinafter referred to as the "Organizing Committee"), and has been held annually since 2027, with the summer vacation in 2027 as the first session.This implementation plan is formulated to ensure the orderly organization, standardized operation, fairness and impartiality of the first event.
I. Overview of Activities
(1) Event name
Global Chinese Youth Competition (inaugural).
(2) Nature of activities
This event is a comprehensive competition for Chinese teenagers around the world and international teenagers and students interested in Chinese culture. It covers three major fields: science and culture, art and sports, and modern and technology. It aims to create a brand event for Chinese teenagers around the world to participate in extracurricular activities.
(3) Activity time
It will be held during the summer vacation in 2027 and is planned to be held from July to August 2027.The specific registration, preliminary, final and award time shall be subject to the official notice of the Organizing Committee.
(4) Event location
According to the international situation and the actual situation of each country (region), the organizing committee will determine the host city after comprehensive evaluation.The inaugural event is planned to take place in Athens, Greece (subject to official notification by the Organising Committee).The Organizing Committee will issue an invitation letter to each participating student, instructor and parent, and assist in handling visa matters for each participating country (region) to the place where the competition is held.
(5) Official language
The official language of this event is Chinese, and all questions in the competition will be in Chinese Simplified or Chinese Traditional。
(6) Frequency
The event is held annually, with the first being held in the summer of 2027.
II. Purpose of the Event
Carry forward traditional Chinese culture, enhance the application, communication and improvement of Chinese, improve the scientific literacy of teenagers and primary and secondary school students, and showcase the spirit of Chinese students who are eager to learn, diligent, wise and cooperative; provide a platform for Chinese teenagers and the majority of primary and secondary school students worldwide to learn, communicate and showcase, enhance the sense of identity and belonging of overseas Chinese teenagers to Chinese excellent culture, and promote the dissemination and exchange of Chinese culture internationally.
III. Organizational Structure
(1) Organizational structure
This event is sponsored by × × and hosted by × ×.Establish the "Global Chinese Youth Competition Organizing Committee" (Organizing Committee), which is fully responsible for the organization, leadership and implementation of the event.
The Organizing Committee has an honorary director, director, deputy director, secretary-general, executive deputy secretary-general and several members, and a secretariat, which is responsible for the daily affairs of the activities.The list of members of the Organizing Committee shall be published separately.
(2) Work Structure and Responsibilities
The secretariat consists of the following working bodies, divided into responsibilities and collaborative promotion:
1. Proposition group: responsible for the appointment, review and confidentiality management of the preliminary and rematch questions of each project;
2. Judging panel: responsible for the selection and training of judging committees and judges, organizing the implementation of judging and adjudication, and handling contest disputes;
3.Propaganda team: responsible for event publicity and promotion, official website and new media operations, production and delivery of propaganda videos;
4. Registration and qualification review team: responsible for the construction of the registration system, the review of registration information, and the qualification of entries;
5. Conference reception team: responsible for the venue, accommodation, transportation, catering and guest reception;
6. Logistics support team: responsible for materials, equipment, technical support and on-site support;
7. Safety and security team: responsible for on-site safety, medical assistance, emergency treatment;
8. Finance team: Responsible for budget, income and expenditure management and financial supervision.
IV. Scope and Objects of Participation
(1) Scope of Participation
1. All primary and secondary school students studying abroad (including all students with overseas passports and who have obtained residency);
2. Primary and secondary school students of foreign nationality who are interested in Chinese;
3. Students studying in mainland China are welcome.
(2) Age requirements
All school and non-school pupils up to the age of 20 can enroll.Classes are divided according to age, not according to the actual grade, and the age is calculated as follows: Date of birth to September 1 of the entry year.
(3) Segmentation
According to the above age calculation method, the first activity (2027) segment is divided into the following table:

(4) Registration Form
Participating students can register in two forms: individual and group (schools, institutions, societies, etc.); the group is unifiedly organized by 1 instructor.Overseas groups can register through the entrusted agency.
V. Project Settings
(1) Large items and small items
This activity is set up in the three major categories of "Science and Culture, Arts and Sports, Modernity and Technology" (large items), with a number of sub-items, as shown in the following table:

Note: The "√" in the table indicates that the segment can be enrolled in the sub-item; the project settings can be appropriately adjusted according to the registration and venue conditions, and finally the notice of the organizing committee shall prevail.
(2) Difficulty level
In order to encourage more students to participate, each project sets two difficulty levels, A and B, students can choose the appropriate difficulty level according to their actual situation, and the organizing committee sets awards respectively.
(3) Limitations on the number of entries
A maximum of three entries can be made per entrant.All students who have a record of participation in the three major categories will be selected according to the sum of their total scores.
VI. Competition Rules
(1) General rules
All events have two stages, Primary and Secondary.The preliminary results are calculated as 40% and the rematch results as 60% of the total results, and the ranking is determined by the total results.
(2) Preliminary rules
The first round is mainly written examinations, all of which are objective questions. The exam content is the basic knowledge that should be possessed in this small item, with a full score of 100 points and an examination time of 90 minutes.
(3) Rematch Rules
The second round is the featured content of each sub-item, which is determined according to the project, with a total score of 100 points.Among them, the rematch of Chinese, mathematics, physics, chemistry, programming and other minor items is in the form of subjective questions (including discussion, answers, works, etc.).
For details of the specific competition requirements and arrangements, please refer to the "Detailed Description of the Entry", which will be issued separately by the Organizing Committee.
(4) Maker Project Competition Rules
The "Maker Project" (intelligent production based on open source hardware) is aimed at students in the elementary school group (fourth grade and above), junior high school group, and general high school group (including secondary vocational), and adopts on-site production and communication display.
1. Competition method: Students use the equipment provided by the Organizing Committee within the specified time, through computer programming, hardware construction, three-dimensional modeling design and other methods, to create intelligent physical works that reflect multidisciplinary comprehensive applications and maker culture, and conduct on-site exhibitions and exchanges.
2. Activity process: On-site training,→ on-site team formation and announcement,→ on-site creation,→ on-site display and communication.
3.Evaluation indicators: comprehensive evaluation in five aspects: ideological and normative, innovative, artistic, technical, team display and collaboration.
4. Entry requirements: Registration is based on the city (competition area). Each municipal elementary school, junior high school, and high school group (including middle school) is limited to 4 people, and each participating student is limited to 1 instructor; the required equipment, venue, and related equipment shall be provided by the Organizing Committee.
(5) Rules for Robots and Other Science and Technology Projects
Small items of technology such as robotics and artificial intelligence are implemented according to the general rules of the national youth science and technology competition, including:
1. Participating groups: Elementary school group, junior high school group, high school group; 2—3 people per team, 1 instructor (available); limited to 1 relevant competition per person.
2. Competition equipment: Participating equipment must meet the specifications published by the Organizing Committee (such as robot size, controller, sensor, motor, power supply, etc.) and must not use illegal auxiliary materials.
3. Competition process: Register for the→ final of the→ selection competition and evaluate the first, second and third prizes on-site.
4. Scoring and ranking: Comprehensive scoring based on on-site results and time spent, the highest score is ranked first; the same results are preferred according to less time spent.
The specific rules of the competition are subject to the Detailed Description of the Entries and the rules of each competition.
VII. Award Settings
(1) Individual awardsEach project sets the first prize, second prize, third prize and excellent prize according to the two difficulty levels of A and B, and a certificate of award is issued.The award percentage is determined according to the number of participants in each project.
(2) Group Award
Group prizes are set according to the entries.For the group with the unit as the main body of the competition, the first, second and third prizes for the group will be set up in order of the total score obtained in all its projects.
(3) Organizational Award
According to the situation of organizational work, the award for advanced individuals and advanced units of organizational work is set for groups and individuals who actively participate in and organize to participate in this activity.
(4) Almighty Award
For students who participate in all three categories of projects, the Almighty Award is set up in order of the sum of their total scores, and students with outstanding comprehensive literacy are honored.
(5) Excellent Instructor Award
The Outstanding Faculty Faculty Faculty Award is awarded to a faculty faculty member who has won the first prize in the final.
VIII. Registration and Organization
(1) Registration Principles
The Organising Committee encourages all groups, schools and eligible students to sign up voluntarily.Depending on the venue and the size of the competition, the Organizing Committee may close the registration in advance after the number of segments and programs reaches a certain number.
(2) Registration method
Registration, payment and other matters are all handled online through the official website of this event.Official website: www.× × (Subject to Organizing Committee Notice).
(3) Application materialsParticipating students are required to fill in the "Individual Registration Form" or "Registration Form for Participating Groups", and submit passports (or proof of residence), documents and other materials as required; overseas groups can be handled by the agency through the "Entrusted Agency Registration Form"; those who are interested in serving as judges or referees can fill in the "Jury Referee Registration Form".The relevant form styles are uniformly released by the Organizing Committee.
(4) Registration time
The registration time for the first event is planned to be March-April 2027 (subject to the official notification of the Organizing Committee).
IX. Event Process and Schedule
(1) Overall Process
This activity is organized according to the process of "Preparing for Launch — Organizing Enrollment — Preliminary (Online/Sub-Region) — Final (On-Site) — Award Summary".
(2) Arrangements at each stage
1. Preparatory start-up phase (September 2026 - February 2027): Establish the organizing committee and various working bodies, formulate the implementation plan and various rules, carry out propositions, issue activity notices, and start publicity.
2. Organize the registration stage (March-April 2027): Open the online registration system, complete the registration, payment and qualification review.
3. Preliminary stage (May-June 2027): Organize the preliminaries of each project.Overseas students can participate through sub-zones or online;
4. Final stage (late July - early August 2027): organizing on-site final, exhibition and judging in the host city;5. Award and summary stage (August 2027): Hold the award ceremony, release the list of winners, and carry out the activity summary and preparation for the next session.
(3) Schedule

X. Publicity and Promotion
(1) Production of promotional videos
Production of the official promotional video of the event (the proposed theme "Chinese New Generation"), highlighting the cultural heritage, innovative spirit and cohesion of the global Chinese youth community, through the horizontal version (social media) and the vertical version (short video platform) two versions.
(2) Promotion channels
1. The official website releases event information simultaneously with the official social media accounts (YouTube, Instagram, TikTok, WeChat, etc.);
2. Rely on overseas Chinese media, Chinese schools, Chinese communities, Confucius Institutes and other channels for targeted promotion;
3. Jointly carry out joint publicity with landmark places in overseas Chinese cities (such as New York, London, Sydney, etc.) to expand brand influence.
(3) Invitation and Visa Assistance
The Organizing Committee issues formal invitations to each participating student, instructor and parent, and assists in handling entry and exit procedures such as visas to the venue to ensure the smooth travel of participants.
XI. Funding Protection
(1) Funding sourcesThe funding sources for this activity include: investment from the organizers and sponsors, social and corporate sponsorship, entry fees (standards to be announced separately) and other legal income.
(2) Use of funds
The funds are mainly used for expenses such as event organization, venue equipment, review experts, proposition confidentiality, publicity and promotion, certificate trophies, security insurance and conference support.
(3) Financial management
The Organizing Committee set up a financial group to implement two lines of income and expenditure and special funds, establish and improve the financial management system, regularly disclose the financial income and expenditure, and accept supervision.
XII. Safety and Security and Emergency Response
(1) Safety and security
1. Develop and implement a security plan for the event, with full-time security personnel to maintain order on the playing field;
2. Coordinate the accommodation, transportation and catering of participating teachers and students, and strictly implement food hygiene and fire safety requirements;
3. Purchase appropriate insurance for the participants, equipped with medical first aid force and green channel.
(2) Emergency management
Develop emergency plans for emergencies, clarify information reporting, emergency handling, and aftermath handling processes; initiate plans in a timely manner in case of emergencies to ensure the safety of personnel and the smoothness of the event.
XIII. Work Requirements
(1) Adhere to fairness and impartiality
Strictly implement the competition rules and evaluation standards, propose, review, and execute confidential norms, be independent and impartial throughout the process, and ensure the authority and credibility of the competition.
(2) Adhere to the standard of running the competitionStrictly implement the charging standards and financial system, standardize the registration, charging and management of all aspects of participation in the competition, and resolutely prevent illegal charging and fraudulent behavior.
(3) Strengthening collaboration
All working institutions, local organizational units and contractors should closely cooperate and take responsibility for people, and complete all tasks according to the high quality of the time node.
(4) Do a good job of summarizing and improving
After the end of the activity, we will carefully carry out the summary and assessment, listen to the opinions and suggestions of all parties, and provide a basis for the continuous optimization of the subsequent activities.
(5) Interpretation and revision
This implementation plan is explained by the Organizing Committee of the Global Chinese Youth Competition, and matters not covered are supplemented separately.The Organizing Committee reserves the right to adjust this program according to the actual situation, and the adjustment matters shall be subject to the official notice of the Organizing Committee.
